FATHER OF CONSTITUTION


James Madison, fourth President and father of the Constitution, wrote the text for the 27th amendment in 1789, 203 years before it was finally ratified.

Speaking at the Virginia Convention (1788), he said, "I believe there are more instances of the abrigement of freedom of the people by gradual and silent encroachments of those in power than by violent and sudden usurpations."
